The RADIUS protocol is designed to allow a RADIUS server to support a wide variety of methods to authenticate a user. In a windows OS that employs AD, the domain's password policy can be set in the Active Directory Users and Computers menu in the Administrative tools section of the control panel. If a change to one of these elements is desired for a group of users, a new domain needs to be created because of the domain is considered to be a security boundary.
